Skilled Worker Program
Eligibility
IMMIgreat Initiative Selection Committee will screen interviewed candidates based on IMMIgreat Labour Market Survey 2023 – Consolidate Report or emerging labour shortages in the region and ensure that the selected candidates have met the core selection criteria (age, education, work experience, language, and settlement funds), have an intention to reside in the intended municipality and are labour market ready. Once the Selection Committee selects the candidate, an IMMIgreat Initiative Endorsement Letter leading to issuance of a Manitoba Provincial Nominee Program (MPNP) Invitation to Apply (ITA) will be issued. Along with the following, the issued endorsement letter must also address the listed factors in Appendix 4: Community Endorsement Letter Factors.
Endorsement letter must also include the following statements:
- Reference the demand for the endorsed candidate's skills and education based on the IMMIgreat Labour Market Survey 2023 – Consolidated Report and indicate results of a valid
- Include the following statement: "Please note that while the IMMIgreat ’s endorsement will add support to your MPNP application, candidates must meet the MPNP criteria in order to be nominated for permanent residency by the Province of Manitoba, not by the IMMIgreat’s Selection Committee."
NOTE: Issuance of MPNP ITA does not guarantee nomination. MPNP immigration assessment process begins only when an application is received by the MPNP.
MPNP Selection Criteria for candidates selected under the IMMIgreat Initiative:
- Age: 21-45 Applicants over the age of 45 may be considered, only if the minimum MPNP required score of 60 points is met.
- Education: At least one-year post-secondary education or training program leading to a diploma, degree, or certificate.
- Work Experience: Minimum two years full time work experience in the past five years in declared intended occupation included in the IMMIgreat Labour Market Survey 2023 – Consolidate Report.
- Temporary Measure Overview: Effective immediately and continuing until December 31, 2027 (unless extended or modified), designated regional initiatives are eligible to endorse candidates who are currently working within designated regional initiative jurisdictions, to submit for a MPNP Invitation to Apply (ITA), subject to the criteria below.
This includes candidates who:
* Are awaiting an MPNP assessment decision on an existing application.
Eligibility Criteria
To be eligible under this temporary measure, candidates must:
Hold a valid temporary work permit, including the Canada-Ukraine Authorization for Emergency Travel (CUAET) and the Israeli Palestinian Temporary Public Policy (I-PTPP).
Complete 12 months of full-time continuous employment in the designated regional community and have a confirmed ongoing employment.
- Temporary Measure Overview: Effective immediately and continuing until December 31, 2027 (unless extended or modified), designated regional initiatives are eligible to endorse candidates who are currently working within designated regional initiative jurisdictions, to submit for a MPNP Invitation to Apply (ITA), subject to the criteria below.
- Language: MPNP approved language test required with the equivalent of:
- English: Language: International English Language Testing System- General (IELTS-G) - NOC TEER (National Occupation Classification - Training, Education, Experience and Responsibility) Category O and 1, Canadian Language Benchmark (CLB): 7 in each category (Reading, Writing, Listening and Speaking), TEER 2 and 3, minimum level of CLB 5 in each category and CLB 4 in each category as a minimum for NOC TEER 4 and 5.
- French: TEF - Test d'évaluation du français
NOTE: Applicants selected with the required language ability per NOC TEER have a stronger chance of being nominated under the MPNP and approved for permanent residency under the federal immigration programs.

- Settlement Funds: Applicants selected based on IMMIgreat Labour Market Survey 2023 are required to meet 50 per cent of the low-income cut-off (LICO). Exception may be made for applicants arriving with work permits while their PR application is in process, and for those already working with work permits in the eight rural municipalities.

- Exploratory Visits: An In-person exploratory visit to a participating and endorsing regional community is a core requirement under the MPNP Strategic initiative However, under IMMIgreat Initiative, there are the following exceptions from conducting in-person exploratory visit, only if one of the following conditions is met by the candidate:
- a confirmed employment offer from a regionally (participating rural municipalities) based employer; or
- an attachment with IMMIgreat Labour Market Survey 2023 – Consolidated Report.
- Candidates applying under IMMIgreat with only family or family like adaptability factor (as per MPNP definition}, are exempted from conducting an in-person exploratory visit only if they have:
- a confirmed employment offer from IMMIgreat initiative partner municipality-based employer; or
an attachment with IMMIgreat Labour Market Survey 2023 – Consolidated Report.
- a confirmed employment offer from IMMIgreat initiative partner municipality-based employer; or
IMMIgreat Initiative Selection Committee may require certain candidates to conduct an in-person exploratory visit of at least 5 days in the intended destination. For transparency purposes, this criterion is available on IMMIgreat Initiative’s website.
Applicants with close family, family like connections or have no regional labour market attachment are eligible to apply under the MPNP Skilled Worker Overseas program.
All applicants, conducting an in-person visit or a virtual exploratory visit, must submit an "exploratory" report. This report should mention reason for residing in the partner rural municipality, as compared to elsewhere in Manitoba. Applicants are required to submit an exploratory report along with an IMMIgreat Initiative endorsement letter at the MPNP application assessment stage.
