Manitoba Provincial Nominee Program

The Immigration Division of the Manitoba Department of Labour and Immigration in partnership with Rural Municipalities in the West Central Manitoba has agreed to an immigration initiative addressing this region’s urgent, short, and long-term labour needs demonstrated by employers. This immigration initiative is data driven and supported by the community.

This initiative is a collaboration of eight (8) municipalities/communities in the west central region of Manitoba with the main objective to address local labour shortages, addressing Indigenous reconciliation, increase francophone/bilingual demographics, and proactively address business succession in the following rural municipalities of Manitoba:

  • Municipality of Russell-Binscarth
  • RM of Riding Mountain West
  • Yellowhead Municipality
  • Rossburn Municipality
  • Municipality of Roblin
  • Prairie View Municipality
  • Rural Municipality of Ellice-Archie (Francophone)
  • Gambler First Nation Treaty 4-1874

IMPORTANT NOTE:

 It is your responsibility to ensure you meet all the minimum criteria at the time of creating your MPNP Expression of Interest profile (EOI).  You must continually meet the WCMII and MPNP selection criteria.  This means that if your situation has changed, your application will be reassessed by WCMII Selection Committee to re-evaluate WCMII’s continued support of your application and will be assessed accordingly to MPNP criteria.

NOTE:

While the WCMII will add support to the Manitoba Provincial Nominee Program (MPNP) application, the candidate must meet the MPNP criteria in order to be nominated for permanent residency by the Province of Manitoba, not by the WCMII’s Selection Committee. Issuance of MPNP Invitation To Apply (ITA) does not guarantee nomination. The MPNP application assessment process begins only when an application is received by the MPNP.

The following are not eligible to submit an application to the MPNP:

  • Refugee claimants, or individuals involved in a federal appeal or removal process
  • Live-in Caregivers currently living in Canada
  • Temporary foreign workers currently working and residing in a province other than Manitoba
  • Spouses of Canadian citizens or permanent residents
  • Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal
  • Individuals who have an active immigration application with any other provincial immigration program or federal immigration program in Canada. Note: an Express Entry profile is not considered an immigration application.

If you or your spouse already have an active MPNP application, you are not eligible to submit an additional application to any other stream/pathway of the MPNP.

4. OPTIONAL: Educational Credential Assessment (ECA) 

Educational Credential Assessment (ECA) is used to verify that your foreign degree/diploma is valid and equal to a Canadian one. 5. Work Experience

Minimum 2 years’ full-time work experience in the last 5 years.

Calculation of Work experience:

Calculating EOI employment points:
Any period of employment that are 6 months (minimum of 30 hrs p/wk) or greater (in the past 5 years) can be added together for calculating EOI employment points.

Examples:

  1. 7 months with employer A
    8 months with employer B (current ongoing position)
    = Applicant is eligible to apply because they have been with their current employer in excess of 6 months

  2. 7 months with Employer A
    5 months with employer B (current ongoing position)
    =Applicant is not eligible to apply because they had changed employers and their 6-month eligibility clock restarted when they changed employers

  3. 7 months employment as  food counter attendant with employer A
    5 months employment as  a food service supervisor with employer A. Applicant got a promotion and is still working for the same employer but under a different NOC (current ongoing position)
    =Applicant is is eligible because their employers have not changed and they have exceeded the 6-month requirement. 

****Employment periods are not required to be consecutive. Gaps in employment are ok when calculating, as long as periods of employment are at least 6 months.

Temporary Measure Overview:
Effective immediately and continuing until December 31, 2027 (unless
extended or modified), designated regional initiatives are eligible to
endorse candidates who are currently working within designated regional
initiative jurisdictions, to submit for a MPNP Invitation to Apply
(ITA), subject to the criteria below.

This includes candidates who:

Eligibility Criteria
To be eligible under this temporary measure, candidates must:

  • Hold a valid temporary work permit, including the
    Canada-Ukraine Authorization for Emergency Travel (CUAET) and the
    Israeli Palestinian Temporary Public Policy (I-PTPP).

  • Complete 12 months of full-time continuous employment in the designated regional community and have a confirmed ongoing employment.

Applicants already currently working within a West Central Manitoba community may still apply even if their NOC is not listed.

IELTS General score is required for the purpose of this program.  Make sure you get the required CLB for your selected NOC as seen here: www.immigratemanitoba.com/immigrate-to-manitoba/in-demand-occupations/

And make sure your NOC corresponds with the NOC TEER.

NOTE: The minimum eligibility language criteria for MPNP – Strategic Initiative is CLB 5. However, applicants are also required to meet corresponding NOC TEER language requirements.

Settlement Funds – Liquid Assets: This should be liquid, transferable settlement funds available upon arrival to Manitoba as a Permanent Resident and after satisfying your relocation and settlement expenses. 

For MPNP assessment purposes Settlement Funds | Manitoba Immigration : $10,000 per principal applicant and plus $2000 for each dependent.

NOTE: Skilled workers applying on the basis of ongoing employment in Manitoba must still provide documented proof of settlement funds in their name. However, the MPNP will consider your current income, so you may not necessarily be required to meet the minimum required amount of $10,000 plus $2,000 per accompanying family member.
